Canada Basketball Launches New Game Plan and RefMasters Platforms to Advance Officiating Development
Canada Basketball has announced the launch of two integrated platforms – Game Plan and RefMasters – to support the ongoing development of officials across the country through the National Officials Certification Program.
Game Plan will serve as the central hub for certification management, examinations, workshop access, and FIBA rule education. Officials can now track their progress, review evaluations, and complete the annual FIBA Rules Exam directly within the system.
RefMasters introduces a new digital community designed to strengthen connections among officials. Through real-time updates, micro-teaching clips, featured FIBA content, and a social-style activity feed, officials can stay informed, engaged, and connected.
Both tools work together to modernize and enhance the education, communication, and collaboration experience for Canadian officials.
The Canadian Basketball Officials Commission (CBOC) has announced that the 2025–26 FIBA Rules Exam will be available online for all registered officials beginning Mon, Oct 27, 2025, at 11:00 AM (CDT). The exam window will close on Fri, Nov 28, 2025, at 4:00 PM (CST).
Officials who have not yet been confirmed as registered for the 2025–26 season through their provincial associations will not be able to access the exam until their registration status is updated. Questions regarding MABO registration status can go to Stan Majowski - skmajowski@shaw.ca.

MABO is providing an update regarding the ongoing challenges officials are experiencing when accessing Game Plan to write the exam. The slower performance and access issues are due to significantly increased traffic, as many officials are using the platform during this final week of the exam period causing it to crash at times.
The developer is doing as much as possible to improve the system’s efficiency and ensure it remains operational and running.
To accommodate these challenges, we will be extending the exam deadline to Tuesday, December 17, until 5 PM ET. Please note, this will be the final extension of the deadline. We hope this will help offset some traffic and allow officials to gain access to game plan.
Please do not email exam support to report that the website is down. They are already aware of the delays and are addressing them as they arise. Instead, please direct them to use the support email for specific issues such as:
- Lost passwords/username
- Incorrect access to the NOCP exam level
- Other technical exam-related concerns
We sincerely apologize for the inconvenience and frustration caused by these delays. Thank you for your patience and cooperation. Exam Support remains available to assist Monday to Friday, from 8 AM to 4 PM ET.
If you have any questions or need further clarification, please don’t hesitate to reach out to :

If you have issues with the exam or need support, contact Alyssa Golin at agolin@basketball.ca. She will only respond from Monday to Friday from 9 am to 5 pm (EST) {8 am to 4 pm Manitoba Time}.

The FIBA Exam is now available to write and you have until December 13, 2021, to write the exam. It is recommended not to wait until the last minute to write the exam.
The exam is located on the Canada Basketball Game Plan website. MABO doesn’t administer this exam so if you have any issues with Game Plan or access to the exam please contact Riike with Canada Basketball at rolasina@basketball.ca.
If you have signed up for a clinic by Nov 1, 2021, your information was sent to Canada Basketball so that you will have access to the exam.
If you require a video resource that showcases all the FIBA Rule Changes for the Upcoming Season, there is a video on Game Plan created by Canada Basketball and CBOC. The Video is Presented by Mike Thomson director of Officials for Canada Basketball.
Canada Basketball has received information from FIBA on the new process tied to "Table Officials Licensing" for 2021-23 (see below guidelines). Any future FIBA competitions hosted in Manitoba will require local certified table officials. The training can also be a professional development opportunity for those interested. Note, all table officials in Manitoba that were previously licensed (including for the Canada / Nigeria game in August 2019) will need to re-certify.
There is no personal cost for an individual to apply for or pursue this level of training and all training will be conducted virtually to those who are successful in applying.
The licensing period starts September 1, 2021 and ends August 31, 2023. FIBA is only offering two opportunities (summer 2021 and spring 2022) for table officials to obtain their license for this period. Similar to the previous licensing process, all candidates are required to complete online training and successfully pass an exam to receive a FIBA Table Official License.
FIBA has indicated that all candidates must meet the following requirements in order to be considered for certification:
- Be able to talk and understand English (basic level)
- Have at least five (5) years of working experience as or with table officials
- Be able to work at all four (4) positions at the scorer’s table
For those interested in becoming certified and who meet the FIBA requirements listed above, they will need to:
- Submit a copy of their passport (FIBA has moved to a new system and require that all candidates submit a copy of their passport)
- Complete the below application
These documents are to be submitted to Riike Olasina (rolasina@basketball.ca) by June 11, 2021.
Once the forms have been collected, the candidate’s information will be uploaded to the FIBA system. The first training and testing period will run from July 5 to August 20, 2021.

The Winnipeg Minor Basketball Association and Peg City Basketball Leagues are moving forward with their 3x3 outdoor basketball spring leagues, pending Manitoba Health Regulations. All basketball activities will support and follow the current Basketball Manitoba and Manitoba public health orders of the time. As we know, pandemic conditions can change with the blink of an eye and should things move in a negative way under any changes to the public health orders, so too will Basketball Manitoba’s and thus all members to comply under them.
Currently, regulations will allow the WMBA and Peg City outdoor 3x3 leagues to operate. This could change at any time and all officials will be notified. Basketball Manitoba /WMBA/ MABO are working together to provide a safety protocol for our officials. This will be updated as required.
Games will be played every Saturday and Sunday starting May 8th throughout the summer with 1 official being required per court. Reid Kenyon will be managing the officiating needs of the leagues and is seeking interest form MABO and JODP officials in officiating in the 3x3 leagues. The fee for service will be $25/hour.
A couple of important points:
- Basketball Manitoba has sanctioned this league and it will adhere to the Provincial Health Guidelines but that there is no COVID insurance. This means that any officials that choose to officiate are aware that they have no personal or job loss insurance coverage due to COVID.
- General accident and liability coverage afforded to all MABO members provided in pre-pandemic times will be provided as in the past by Basketball Manitoba. The cost of $15.00 per official as a pro-rated fee (shortened season) and provides insurance coverage until September 30th. More at http://insurance.basketballmanitoba.ca. This $15.00 insurance fee will be deducted off your first pay.
- Basketball Manitoba / WMBA / MABO have constructed a safety protocol. Details will be provided to those who inquire with Reid by email.
If you are interested, below shows the requirements that must be completed for certification to officiate in the 3x3 leagues. The 2020-21 MABO certification due to COVID has 3 categories. Depending on what category you fit into, you must complete as shown:
Registration Options/ Requirements:
Partial Member
$15.00 Basketball Manitoba membership and insurance fee will be deducted from your games fees.
- 3x3 Rules Session – 1 hour Zoom training/videos
Friends of MABO and Non Registered (past members)
$50.00 CBOC and Basketball Manitoba membership fee and insurance fee will be deducted from your game fees.
- Review video from 3 MABO clinic sessions hosted in fall 2020
- Write the FIBA exam
- 3x3 rules session (1 hour Zoom training/videos)
Full Members - identify they want to referee
- 3x3 rules Session - 1 hour Zoom training/videos

Information will follow as per the requirements to those officials who are interested. The safety of our officials is paramount, and I assure you we are working to provide a safety protocol for you to officiate. There is no requirement to officiate as this is a personal choice.
Please contact Reid if interested. Games are starting May 8th therefore lots of work needs to occur in the next number of days.
