Impact Officiating has announced the launch of a Three-Person Officiating (3PO) Camp taking place September 26 to 28, 2025, in conjunction with the Peg City Showcase tournament in Winnipeg, Manitoba. The camp is open to officials at all stages of development and will be led by Camp Director Rick DeGagne, a respected official and clinician with a wealth of experience at the provincial, national, international and professional levels.
The camp is open to Level 1 through Level 4 officials seeking to upgrade their skill set and to progress their plan of continuous improvement.
Prior 3PO training is not required—basic three-person mechanics will be taught as part of the curriculum. The focus of the camp is not 3PO, but rather becoming a better official.
The camp fee is $375 per official and includes a camp shirt, whistle, notebook, classroom instruction, and live feedback during and after games. Participants will officiate an estimated five games and receive evaluation from a team of experienced Referee Coaches (RCs). A social event will be held Saturday evening to provide further networking and engagement.
There is a maximum of 36 spaces open in the camp, so register now to avoid disappointment!

MEET THE CAMP STAFF
MATT KALLIOMatt`s officiating career began in Canadian Collegiate basketball, where he spent 12 years reffing in the Canadian Collegiate Athletic Association (CCAA) and 11 years at the U SPORTS level. In 2012, he expanded his experience internationally by becoming a FIBA-certified official. His international assignments included officiating two FIBA World Cups as well as the Tokyo and Paris Olympics. Matthew is entering his fourth year as a rostered official in the NBA.
MIKE THOMSON
Mike Thomson brings 46 years of experience as a basketball official, including 41 years on the court and 21 years as a FIBA-licensed referee. He is currently the Supervisor of Officials for Canada West. During his officiating career, Mike worked 13 U SPORTS Men’s National Championship tournaments, including 9 championship finals.
Internationally, Mike officiated at the 2000 Sydney Summer Olympic Games and completed 15 additional international assignments. He has refereed on every continent where basketball is played, with the exception of Africa. Today, Mike serves as a Canadian National Referee Coach and a FIBA Level 2+ Referee Instructor. His recent assignments include the Paris 2024 Summer Olympics, the 2019 and 2023 FIBA Men’s World Cups, and multiple FIBA Americas events. Mike is dedicated to the development of the next generation of officials, with a focus on continuous improvement and mentorship.
JOHN McFARLANDJohn is a retired FIBA referee and currently serves on the Canada West officiating panel. He has previously held the role of President for both the Alberta and British Columbia Basketball Officials Associations. Nationally, John holds the position of National Educator for the Canadian Basketball Officials Commission and is also the assignor and evaluator for the PACWEST Conference. A certified FIBA Level 1 Instructor, John continues to serve as a National Referee Coach and is passionate about mentoring officials at all levels of the game.
NEIL DONNELLYNeil is a Canadian basketball official with over 30 years of U SPORTS experience, having officiated at 13 National Championships, including three men’s finals. A FIBA-certified referee for 12 years, he has worked games across four continents. Notably, Neil was nominated to the 2011 Pan Am Games in Guadalajara, Mexico, where he officiated both the Women’s Gold Medal Game and the Men’s Semi-Final. He currently officiates in the Canada West Conference and the CEBL professional league. Neil also serves as a National Referee Coach and takes pride in supporting the development of officials at all levels.
MARTHA BRADBURY
Martha is a retired U SPORTS official, having officiated at that level for 23-years. Over the course of her career, she was assigned as an on-court official to nine National Championships including 4 at the U SPORTS level. Martha is currently the MABO Provincial Supervisor, having spent 20+ years as part of the Provincial Executive. She was also an Executive Member of both CABO and CBOC. She has been a provincial clinician and evaluator for 15 years in Manitoba. She is a current National Referee Coach, having attended nine tournaments in that capacity. Martha has a passion for working with officials and in helping them develop their game.
REID KENYONReid has over 30 years of officiating experience, including 11 years as a FIBA official. His international resume includes assignments at the World University Games, the Pan Am Games, and FIBA Americas Pro League play. He has officiated at numerous National Championships across all levels, with highlights including the USPORTS Men’s National Championship finals in 2010, 2015, and 2020. Reid is currently part of the CEBL officiating roster and has served as a Referee Coach at camps across Western Canada. Locally, he has directed over 10 officiating camps in Manitoba, is the long-time assignor for the WMBA, and has served as President of the MABO Board. Recently appointed as a National Referee Coach, Reid is looking forward to contributing to the Impact Officiating Camp this September.
TIM WARRENTim brings 24 years of officiating experience, including 15 years as a Canada West panel official. He is currently the President of the Western Manitoba Basketball Officials Association and serves on the MABO Board. Over the past decade, Tim has actively supported the development of Manitoba officials through evaluations and clinics. He is especially committed to mentoring grassroots officials and supporting the broader basketball community. Professionally, Tim spent 15 years in supervisory and management roles with a focus on team building and conflict resolution. His insightful approach to officiating and player interactions adds value to every game he observes. He is excited to join the staff of the Impact Officiating Camp.
STACY HAWASH
Stacy is an active CanWest official with 20 years at the university level. She has officiated at multiple national championships, including the U15 and U17 summer competitions as well as three U SPORTS championships. Stacy is also a highly accomplished coach having served in this role for the Manitoba U15 and U17 programs. Her teams at Vincent Massey (WPG) are perennially one of the top teams in the MHSAA. As a provincial Referee Coach, Stacy has served as a clinician and evaluator for the past 10 years. She is also a qualified NOCP Level 1 and Level 2 Learning Facilitator. As an educator, Stacy enjoys teaching the sport of basketball to all levels of officials and athletes.
EARL ROBERTSEarl is an active Canada West official with 25 years of experience at the university level. He has worked numerous playoff series and has officiated at USPORTS National Championships for both men’s and women’s competitions. Earl is also a member of the CEBL officiating staff and has served as a Referee Coach at several MHSAA Provincial Championships, including at the 4A level. Recently, he has expanded his leadership role in the officiating community by participating on committees responsible for assigning games in the MCAC and prep school circuits. Earl is also a member of the Pathway to Excellence committee. Known for his effective in-game communication with coaches and players—and his support for fellow officials off the court—Earl is looking forward to being part of the Impact Officiating Camp staff this September.
MATT DEGAGNE
Matt is an active Canada West official heading into his 13th year at the U SPORTS level. He is coming off his second trip to a CCAA National Tournament - the 2025 CCAA Men's Tournament in Montreal. He has officiated in five Canada West Playoff Tournaments/Series. Matt`s on-floor resume also includes three Summer National Tournaments at which he was assigned 1 Gold Medal and 1 Bronze Medal game. Matt is about to begin his Level 4 certification this fall and is excited to become a camp instructor for the first time to help officials improve their skills.
WYATT ANDERSWyatt has been officiating for 21 years at various levels, including nine years at the U SPORTS level and the CEBL. He has officiated multiple CanWest playoff series, including two bronze medal games, as well as both the U17 Men and Women national championships, where he was assigned to the gold medal games. He has served as MABO president and is currently the MBOA Referee Supervisor. He has been a provincial clinician and evaluator for five years. Still young in his career, he is a current educator and has a passion for assisting officials in their development.
RICK DEGAGNE (CAMP DIRECTOR)
Rick DeGagne is an active Canada West official, recently completing his 45th year of officiating university basketball. Throughout his distinguished career, Rick has been assigned to 17 National Championships, including 10 at the U SPORTS level. He also enjoyed a 15-year international officiating career, highlighted by his selection to numerous major tournaments / events worldwide including the 2000 Summer Olympic Games in Sydney, Australia.
In Manitoba, Rick has served as a provincial clinician and evaluator for over 30 years and has contributed as a Referee Coach at 10 National Championships. A retired educator, Rick takes great pride in mentoring officials at all levels, helping them refine their skills and elevate their performance on the court.
