Basketball Manitoba and the Manitoba Association of Basketball Officials are sharing news from FIBA with all players, coaches, officials, and administrators: the updated 2026 FIBA Official Basketball Rules will take effect on Thursday, October 1, 2026.
The new edition includes several changes intended to clarify how key situations are interpreted, improve consistency in officiating and create a more proportional approach to foul classifications and penalties.
Some of the most notable changes include:
- New foul classifications: The former unsportsmanlike foul has been divided into two categories: disruptive fouls for tactical or unnecessary contact that interrupts play, and flagrant fouls for more serious actions that violate the spirit of sportsmanship and fair play.
- Two categories of technical fouls: More serious Category 1 technical fouls will count toward game disqualification, while less severe Category 2 technical fouls will not.
- Updated act-of-shooting definition: The rules provide greater clarity on when the act of shooting begins and ends for jump shots, moving shots and drives to the basket.
- Clarification of double-dribble situations: Updated wording identifies when a player has lost control of the ball and may legally begin another dribble.
- More flexibility for court markings: Court-line colours may vary for branding and design purposes, provided corresponding markings remain consistent, clearly visible and in high contrast with the playing surface.
- Expanded instant replay provisions: Where an Instant Replay System is available, officials will have additional review options involving throw-in fouls, goaltending, basket interference and foul classifications.
- Updated signals and scoresheet markings: New referee signals and scoresheet designations have been introduced for disruptive fouls, flagrant fouls and the two technical-foul categories.
The changes also clarify tournament classification procedures for teams eliminated at different stages of an event.
Coaches, officials, players, and league administrators are encouraged to review the updated rules and supporting interpretations before competition begins under the new edition.
