Q: A1 on a drive to the basket comes to a legal stop with both feet on the playing court and without moving the ball upwards is fouled by B3. The referee awards A1 two free throws.  Is this correct?

A: NO.  The act of shooting on a shot begins when the player starts, in the judgement of the referee, to move the ball upward towards the opponents' basket..  FIBA Official Rules 2020: Article 15.1.2
