Hours of Work: Canada Basketball’s regular hours of work are 40 hours per week, namely Monday to Friday, 8 hours a day and 5 days a week. However, the demands of your position may require your hours of work to vary to meet the objectives of your employment. Due to the nature of this position, there may also be some travel required and the need to work some weekends.

OVERVIEW
Canada Basketball is the national governing body for amateur basketball in Canada. Located in Toronto, Canada Basketball is a not-for-profit organization whose mission is “We aspire to excellence in leading the growth and development of the game at home, and in pursuing medal performances on the international stage”.

In a unique opportunity, Canada Basketball (CB) requires a dynamic individual to lead the basketball officiating (game and table) development in the country. Working closely with the Canadian Basketball Officials Commission (CBOC), the successful applicant will be responsible for the development, coordination, support, implementation and administration of an aligned officials’ system for basketball in Canada. The Manager, Officials Development will oversee and carry out a variety of duties, tasks and projects specific to officials’ development to ensure a consistent and
aligned national standard of officiating is achieved at all levels. Components of the role will include oversight on officials’ education, recruitment, training, evaluation, retainment, communication and creating a safe sport environment for basketball officials and participants. Additional responsibilities will include database management, monitoring & evaluation, customer servicing, as well as other tactical duties in order to achieve the short and long-term goals of CBOC and Canada Basketball.

DUTIES AND RESPONSIBILITIES
  • Work with CBOC and its sub-committees to develop and implement a strategic long-term officiating development plan to systematically grow and develop officials across the country
  • Develop operational plans & policies and work closely with Provincial basketball officials commissions/associations with the directive to improve alignment through the implementation and enforcement of standards for officials’ development
  • Manage the development of the National Officials Certification Pathway (NOCP) and oversee the delivery of the
  • NOCP curriculum nationally, ensuring standards of educational programs from grassroots to high performance are consistent
  • Develop policy and standards for Referee Coach Educator (RCEd), Referee Coach Learning Facilitator (RCLF),
  • Referee Coach Evaluator (RCEv), Referee Coach Mentor (RCM), Referee Coach Supervisor (RCS), and determine criteria for selection
  • Develop policy and process for standardized assignments and selections at all levels – Grassroots, College/University, and National level
  • Develop and establish a set of principles and standardized best practices in ethical conduct, insurance and dispute resolution to minimize risk and to ensure safety for all participants
  • Work closely with CBOC Marketing Sub-Committee and Canada Basketball management to build and develop marketing strategy for CBOC brand
  • Establish a well-articulated communication strategy utilizing social media, Game Plan, website and Whistle Blast to ensure all officials and stakeholders are informed of commission activities.
  • Utilize technology and multimedia platforms to create up to date educational programs & materials to further enhance and support officials’ development
  • Manage business plan and budget and seek revenue generating opportunities/ cost recovery strategies for financial stability
  • Pursue opportunities to establish partnership with other stakeholders that are committed to supporting the development of officials across Canada, including but are not limited to schools, Sport Canada, Canadian Olympic Committee, U-Sport, CCAA, FIBA Americas, and FIBA
  • Lead a process on talent management by developing programs and pathways focused on recruitment, retention, repurposing and retirement
  • Manage, update and maintain the officials’ membership database via Game Plan platform, including overseeing all data entry, roles, and NOCP certification tracking
  • Utilize Game Plan system to implement FIBA exams, online education modules, e-forms, and online payments
  • Proactively seek opportunities to improve officials’ experience, expand programs currently initiated by CBOC and its subcommittees, and develop new programs as directed
  • Compile, analyze, and provide reports on official numbers, composition and trends
  • Assist with research and information gathering regarding best practices and additional information that would benefit Officials’ development
  • Other duties as required

Key Attributes
The candidate must possess the following attributes:
  • An expert understanding of the game of basketball, specifically officiating (i.e. experience officiating at the provincial, national or international level)
  • Background in sport/business management, and/or marketing/communications.
  • Knowledge of the Canadian sport system, the NCCP/NOCP and the provincial/territorial/national basketball environments.
  • Understanding of project management skills, particularly adhering to timelines, planning and documentation.
  • Superior organizational, written and oral communication skills. The ability to create content, review and edit documents is an asset.
  • Ability to work under pressure and remain detail oriented, work independently, maintain tight schedules, and multi-task effectively in a dynamic and service-oriented team environment.
  • Detail oriented with strong computer and administrative skills.
  • Exceptional customer service and interpersonal skills.
  • Bilingual (French) an asset.
  • Experience working with not-for-profit organizations is an asset.
  • Strong analytical and organizational skills.
  • The ability to learn and use new software.
  • Energetic, self-motivated, ambitious, and possessing a growth mindset and a winning attitude with the ability to inspire others to effect positive change.
